Below is a summary of wage increases and compliance requirements that took effect recently or will take effect soon.


Minimum hourly wage increases

The minimum wages and effective dates below are not exhaustive. There may be additional state and local jurisdictions that have scheduled increases or additional employees (EEs) that are impacted. 
 
Check the government sites that apply to your jurisdiction over the upcoming months to help ensure compliance with changing minimum wage rates and their effective dates.

Compliance updates

The compliance updates and their effective dates below are not exhaustive. There may be additional state and local jurisdictions that have additional laws and regulations. Check the government sites that apply to your jurisdiction over the upcoming months to help ensure compliance with changing laws. 

Federal updates

U.S. Citizenship and Immigration Services has made minor changes to Form I-9 (Employment Eligibility Verification). The revised Form I-9 has an edition date of 01/20/25 and an expiration date of 05/31/2027 and is now available for download.

State, district and local updates

ALABAMA

JUNE 30, 2025

Alabama's exclusion of overtime pay from state taxation ends. Alabama excludes amounts received by a full-time hourly wage-paid employee as compensation for work performed in excess of 40  hours in a week from gross income for state income tax purposes. This tax exemption is in effect through June 30, 2025.

ALASKA

JULY 1, 2025

Alaska votes to increase minimum wage. Alaska will increase the state’s minimum wage incrementally from July 1, 2025 to July 1, 2027.

Alaska minimum salary for overtime exemption to increase twice in 2025. Since voters approved a ballot measure to increase the state’s minimum wage to $13 per hour on July 1, 2025, the state’s minimum salary required for exemption from overtime will increase again, to $1,040 per week.

Alaska voters approve paid sick leave requirement. Alaska will require employers to provide paid sick leave to employees.

Alaska bars mandatory meetings on religious or political matters. Alaska will prohibit employers from taking adverse action against employees because they refuse to attend an employer-sponsored mandatory meeting that communicates the opinion of the employer about religious or political matters.

CALIFORNIA

California pay data reports due May 14. The California Civil Rights Division (CRD) has released new and updated resources for the 2024 pay data reporting period for employers with 100 or more employees. Employers must use the CRD’s online pay data reporting portal to submit their annual reports by May 14, 2025.

DISTRICT OF COLUMBIA

D.C. voters approve measure to phase out tipped credit. Measure 82 phases out the tipped credit by incrementally increasing the required cash wage that tipped employees must be paid. The minimum cash wage for tipped employees increases to $12.00 per hour.

ILLINOIS

JULY 1, 2025

Chicago to phase out tipped minimum wage. As a result, the minimum cash wage for tipped employees increases to 76% of the full minimum wage.

MASSACHUSETTS

FEBRUARY 1, 2025

Massachusetts publishes guidance on new data reporting requirement. Massachusetts has published guidance on a new law that requires employers with 100 or more employees in the Commonwealth to report certain data to the state beginning February 1, 2025.

MICHIGAN

FEBRUARY 21, 2025

Michigan amends minimum wage, paid sick leave rules again. Michigan has enacted two pieces of legislation that amend the state’s minimum wage and paid sick leave requirements further. 

APRIL 2, 2025

Michigan requires new poster for veterans services. Michigan has enacted a law that requires employers to display a notice about resources available to veterans.


MISSOURI

MAY 1, 2025

Missouri requires paid sick leave.  Missouri will require all employers to provide paid sick leave to employees. The state has also released guidance to clarify the paid sick leave law and help employers ensure compliance with the law's requirements.

NEVADA

FEBRUARY 13, 2025

Nevada adds heat illness prevention requirements. The Nevada Division of Industrial Relations approved a heat illness prevention regulation that adds worker protections from indoor and outdoor heat hazards. 

JULY 1, 2025

Nevada employees' contributions to state-run retirement plan to begin. Nevada requires covered employers to enroll eligible employees in a retirement program that may include the Nevada Employee Savings Trust. Employee contributions will begin by July 1, 2025.

NEW HAMPSHIRE

New Hampshire adds lactation accomodations. New Hampshire will require employers to provide unpaid time for employees to express milk.

NEW JERSEY

MARCH 17, 2025

New Jersey Supreme Court rules commissions count as wages under state law. The New Jersey Supreme Court held that commissions paid for labor or services constitute wages, not supplementary incentives, and are subject to WPL’s protections.

JUNE 1, 2025

New Jersey enacts pay transparency law. New Jersey will require greater transparency in pay and promotional opportunities. 

NEW YORK

New York adds protections for warehouse workers. New York's Warehouse Worker Injury Reduction Act will add safety protections for certain warehouse workers.

JUNE 2, 2025

New York takes action to prevent violence in retail. The Retail Worker Safety Act requires employers with 10 or more retail employees to implement a workplace violence prevention policy and provide training and notice on workplace violence prevention to employees.

JUNE 19, 2025

New York enacts Fashion Workers Act. New York's  Fashion Workers Act will add workplace protections related to working with models in New York. 

OHIO

APRIL 8, 2025

Ohio enacts pay statement law. Ohio requires every employer to provide each employee with a written or electronic statement or access to a statement of the employee's earnings and deductions for each pay period on the employer's regular paydays.

UTAH

JULY 1, 2025

Utah hiring law set to expire. A law that helps shield employers from negligent hire claims based solely on the evidence that the hired worker was previously convicted of an offense in Utah or another jurisdiction is set to expire on July 1, 2025.

VERMONT

JULY 1, 2025

Vermont creates state-sponsored retirement savings program. Vermont has created a state-sponsored retirement savings program. Covered employers that do not offer a retirement plan must register or certify their exemption to the Vermont Saves program in a phased implementation beginning July 1, 2025 through July 1, 2026.

Vermont requires pay disclosure. Vermont will require employers to include pay ranges in job postings and advertisements. 

VIRGINIA

Virginia requires hospitals to implement workplace violence prevention plan. Virginia has enacted legislation that requires hospitals in Virginia to create a system to help prevent violence in the workplace.

Wisconsin

APRIL 1, 2025

Wisconsin Supreme Court clarifies arrest record discrimination. The Wisconsin Supreme Court has clarified that employment nondiscrimination protections under the Wisconsin Fair Employment Act apply to arrest records connected to criminal and non-criminal matters and that arrest record discrimination can occur when the arrest record is a motivating factor in an employer’s decision to take an adverse employment action.
